Site and Project Details

  • The name of the project is King George Hospital; situated in North-West Durban; Sydenham.
  • The entails the construction of the new Level 1 hospital wards and later the TB ward.
  • It is multi year project that is estimated at R224 456 607-00, it was started in January 2007 and expected to be complete in December 2008.
  • Rapid Builders/TBP is appointed to implement the project which is a black owned contract

The Community Needs That are addressed

  • The hospital on its virtue is providing the health care facility for the community of Sydenham. During construction it has confronted the scourge of poverty within the area, whereby the substantial number of local was employed over construction period.
  • The training of locals in technical and social skills, has empowered them top able to participate in the development of their communities.
  • The stake holder management had been improved as compared to the other projects, where the community liaison officer is full time on site to address the concerns of the parties involved in construction.

Beneficiaries of the project

  • Total of 729 unskilled local labour have benefited from the construction of the Level One Hospital, where 292 of women; 364 of youth and 7 disabled persons were employed.
  • 12 emerging contractors were contracted to participate in the project by subcontracting in to main contractor which had benefited the local business and transfer of technical and business skills.
  • 75 local community have participated in the skills training programme funded by Department of Labour on bricklaying; plastering; carpentry and electrical assistants; which 43 trained labour are placed in the projects and the remainder is working on project within the vicinity e.g. Moses Mabhida Stadium.

Implementation of the project

  • This project is implemented through labour intensive method of construction, which is a revitalization programme, also the partnership with the client department, i.e. KZN Department of Health has been improved to share the common goal of addressing the social of the communities such as Sydenham, whereby the assurance of up scaling the EPWP within their project and ensure the compliance to guidelines.
  • The project is EPWP defined with advocacy and branding of the project is evident on site

Project differentiation

  • This project had absorbed the most number of local labour for the substantial period and the contracts entered into by the contractor and labourers are market related where a semi skilled labour is remunerated in the region of R150 per day depending on the competency.
  • The safety feature of the project is world class where by the every employee; subcontractor or visitor before he/she enters the site is inducted on the structured 10 min course. The PPC are the requirement to enter the site and self guarding is also required at all times.
  • The stakeholders are eminently involved in the day to day construction to address the need of the labourers and contractor.
  • The professionalism that is displayed by the project management team to ensure the quality of work is achieved and the prompt reporting that informs the client of the progress.

Impact assessment

  • 726 local labour employed as unskilled
  • 75 local community members were trained on bricklaying; plastering; 
    carpentry and electrical assistant.
  • 43 trained labourers are employed as semi skilled labourers in this project.
  • 32 trained labourers are placed on the near by project such as Moses Mabhida Stadium.
  • Therefore the rate of poverty had decreased significantly.

Compliance with EPWP guidelines

  • The project is EPWP branded.
  • The contractor has employed NQF5 accredited supervisor and project managers NQ% and NQF7 accredited as EPWP guidelines.
  • On job training is always taking place as non accredited training, e.g. health and safety & HIV/Aids awareness.
  • Community involvement in the project,i.e. Ward Committee and Councillor are more influential in identifying the local labours.

Stake holder management

  • The EPWP sign boards is erected on site. Labourers are orientated on the EPWP working conditions and their employment contracts reflect EPWP procedures.
  • During site meetings the local leadership is represented and the PSC meeting are more structured to provide progress and impact within the community.
