MEC Sibiya delivers Budget Vote 14 for 2022/2023

On May 06 2022, the Honourable MEC for Human Settlements and Public Works, Mr Ntuthuko Mbongiseni Sibiya tabled the Public Works Budget Speech 2022/2023 at the KwaZulu Natal Legislature in Pietermaritzburg. Amongst senior members of the department’s management team who accompanied MEC Sibiya as he delivered the speech are Mr Majola – the Acting Head of the department, Mr Phiweyo Duma – the Deputy Director General for Corporate Services, Mr Bongani Dlamini - Chief Director – EPWP and Ms Mbali Fraser, the Chairperson of the Public Works Portfolio Committee.

MEC expressed with a heavy heart as he presented the Budget Speech, as a province is in distress due to fatalities from recent severe weather patterns. “As the realities of climate change hit our own doorstep and floods having ravaged different parts of our province, our hearts are with families of those who lost their loved ones”, said MEC Sibiya.

The Department of Public Works is ready to take a lead in the reconstruction of socio-economic infrastructure needed by the people of this province. Immediately after the disaster a roving team of professionals in the built environment were deployed to assess, review and estimate cost for the repair of damage to infrastructure. The MEC was happy to report that the team has assessed and provided cost estimated in 75 facilities for Department of Transport, Health and Social Development. Further assessments of 30 facilities for the Department of Arts and Culture are being finalized.

The MEC addressed the house about the main goals of the department which are to focus on entrepreneurship development which is vitally important to the economic and social development of this province as the departments focus on rebuilding our province as it has suffered severe weather patterns. The Department understands that through innovation, entrepreneurs creating new competitive markets and business which will lead to job creation and have multiplying effect on the economy.

MEC Sibiya outlined the budget for 2022/2023 financial year is R1, 942,297 billion. This figure is for developing the lives of the people in our province, therefore it will remain meaningless if it fails to touch the lives of ordinary members of society who are fighting poverty each and every day. It is important to the Department to deliver services to the people in the society with speed and efficiency.

Public Works focuses on 3 programmes namely:

• Administration, the main objectives of this programme are to provide strategic leadership and overall management.

• Property Management, the purpose of this programme is to provide and facilitate the provision of accommodation and integrated property management services to clients.

• Provision of building, structure and equipment, under this programme the focus is on reducing rentals through the construction of state owned infrastructure and maximum use of existing state facilities. There is a budget disaggregated for each programme.

It was with great pleasure for the MEC to announce that the department will be completing and handing over amongst other significant capital projects such as Xoloxolo Primary and Ekucabangeni Senior Primary to Department of Education, UMzimkhulu Service Office under Department of Agriculture, Dundee Laundry Equipment, King Edward Upgrade Nursery, Madadeni Upgrade of Streamline, McCord’s Hospital Sinikithemba and Admin Building and Pharmacy at Catherine Booth Hospital under Department of Health.

The MEC presented Budget Vote 14 about R1, 942, 297 billion for consideration and approval by the Honourable Members of the house which they all approved. The tabling of the budget speech was concluded by the MEC as he extended his gratitude to Premier Honourable Sihle Zikalala, members of the Executive council and their heads of department for the work they have done and to the Department of Public Works employees. He then pledged to work with the department tirelessly to improve the lives of the people in the society and build a better future together.
