Overview
The Eyesizwe Contractor Development Programme (ECDP) is a programme led and facilitated by the KwaZulu-Natal Department of Public Works as a means to implement successful Contractor Development Programmes (CDPs) within the province.
ECDP aims to increase and promote capacity, equity ownership, skills improvement, maintenance of capital works, sustainability, and performance of registered and emerging contractors. Preference is given to Youth, Women, Persons with Disabilities (PWDs), and Military Veterans registered on the National Military Veterans database. Emerging contractors who are registered with ECDP are featured on the departmental websites. The design of the development programme ensures that all categories of contractors can receive support and advice, which includes:
- Improvement in their CIDB grading.
- Establishment of positive relationships with financial institutions.
- Access to contract opportunities.
- Improvement in project track records.
- Improvement in financial track records.
- Assistance in accessing funding.
- Assistance in securing recognized qualifications.
The department has oversight over the implementation of the programme and reports on progress. The implementation plan establishes the parameters for the National and Provincial Departments of Public Works and the CIDB in their provision of leadership and support to the public sector and other stakeholders in the development of emerging and previously disadvantaged contractors.
