Seeing “is believing” as KZN Public Works flies high…….a story to tell when government does good

Wednesday the 15th of February 2012 was not just a normal day but a very busy day for one to remember as the KwaZulu-Natal Public Works Portfolio Committee entourage, led by Chairperson, Ms Mbali Frazer, paid an official oversight visit to see work progress at Ginyiqhinga Secondary School which is situated in Harding closer to Kokstad. This is one amongst the best schools ever seen and one would positively attest of what really is and means “a government service delivery”. Believe or not, this is not work in progress but a total complete project that is ready for use.

A big close-up the Ginyiqhinga project profile proffers concise and pertinent details that include
an 18 months completion contract period on 20 July 2012 since the site was handed over and
construction commenced on 20 January 2011 to the Pan African Development as custodian
contractor. To date the scope of work comprises of new buildings that include, the
administration block comprising a foyer, reception, sick bay and storeroom, offices of the
principal and deputy (Block A), a strong room and personnel office. Added to the new building
are six learner classrooms (Blocks F & H), a kitchen with an undercover dining area and a
binyard (Block G), a multipurpose classroom with two stores (Block E), laboratory with
equipment store (Block D), library and computer rooms (Block B & C), boys and girls toilets
(Blocks I and J) comprising with 5 number girls’ toilets respectively, female staff toilet and one for
the paraplegic. Included for the boys’ toilets are a urinal and a male staff toilet. A new yard with
a consulting and an emergency room separate, a waiting room, two counsel rooms and an
ablution conclude the structure.
The external part of the project comprises of stairs, ramps, paths entrance wall and fencing,
landscaping, parking and roads and lastly for the storm water management having two new
water tanks and two drinking fountains.

WELCOME!!! This is how Ginyiqhinga Secondary School is today as seen by the Portfolio
Committee members where learners will move in within two weeks times
The Ginyiqhinga school project has in terms of the Expanded Public Works Programme to date attained 60 jobs created with 11 for skilled, 49 unskilled comprising of 44 for the youth and 5 work opportunities being for women beneficiaries. Eventually the Deepvale community will confidently benefit from this project on short and long term basis with the long term benefits assuring continued access to and available government services supplemented by reduction of poverty constraints. Mr Richard Sicebi Hadebe, the Contract Manager confidently confirmed to me that “the school will definitely be complete by tomorrow (meaning Thursday 16 February 2012) as we are six months ahead of completion time. He further added and emphasized that “this school should be operational in two weeks’ time”.

This project is currently at its completion stage. The most interesting part is the total
involvement of newly owned contractors within KwaZulu-Natal and the implementation of the
Broad Based Black Economic Empowerment (BBBEE) by the Department of Public Works.
Credit should be given to where and when it is due. Looking at the horizon as the sun sets, you
get a sense and a feeling of elation that there is hope and with hope there are prospects of
success.
