A Job Well Done

I have noted with interest and enthusiasm that the Department of Public Works in KwaZulu-Natal seems to be a ‘stand-alone’ department that has an existing Head Office building where all its employees are cuddled and located in one structure to serve the public, needless to mention the KZN Treasury department and others unmentioned in this piece.

We cannot change the truth that the Head of Department, Mr Roger Arumugam Govender will retire by the end of March 2017. He has been in office with the department since the 11th of August 2011 and his parting will leave healthy memories to most of the personnel.

As we bid farewell to Mr Govender, we reflect on some of the outstanding achievements he has registered during his tenure. For understanding, our focus is on the ‘renovation and refurbishment of the Head Office Building at 191 Prince Alfred Street’. In a given moment, one can always do something but one cannot do everything. Mr Govender has been that team leader who remained bold and diplomatic amid wondering about tensions that have generated inspiring and effective ideas that assisted ‘the department’ to face its challenges.
Since the determination on the construction of Head Office, on 17 July 2012 until the practical completion of the entire project internally and externally as expected on 15 February 2017, one can see tangible outcomes. One can attest, point or show a structure, which is today known as the ‘KZN Public Works’ Head Office building’ or commonly known as ‘191 Building’. Trust builds when a team features two things: common purpose and having each other’s back. A formidable team always measure progress, learn when it falls short and celebrate when it succeeds. When employees feel trusted and relied upon, their performance improves and leadership emerges everywhere through strategic outcomes. Building this much trust therefore shows up as sustained creative accomplishment.

Yes, there were challenges experienced as work was in progress, however, such challenges would always demand that a team moves past a probability into possibility. The construction challenges to the project were mainly the contractor’s poor quality control, contractor labour turnover sometimes and coordination of sub-contractors, the contractor was also ‘claims oriented’ as more time was spent on claims than actual service delivery. In addition, the project delay caused by basement flooding on 16 March 2016, the IT cables damaged by rodents during the same period under review and all openings in the manholes that had to be closed off.

Acknowledgement and appreciation on the efforts and good work done through the leadership of Dr Stanley Gichia as he spearheads the Directorate Major Projects Management. Mr Kevin McCarthy, the Liaison Quantity Surveyor and Project Leader who took the project over from Ms Michelle de Goede since February 2015 got the wheels rolling through a tremendous support from the Public Works team. Interestingly is that Ms Mpume Kubheka, an architectural student assisted with partitioning layouts for a 10 months period, while she was on an internship programme with Public Works. To date Ms Kubheka is a professional architect with both the department and the South African Council for the Architectural Profession (SACAP). Credit also goes to the formidable Public Works team of professionals who were involved in the project namely Messrs. K McCarthy Liaison Quantity Surveyor and Project Leader, Nic de Wet Liaison Civil and Structural Engineer, Patrick Culligan Liaison Architect, Anand Govender Liaison Architect and Infrastructure Office Planner/ Allocation Planner and Anwar Cassim the Director Logistics Services. It would be unfair not to complement all management, officials and stakeholders, who during the construction and movement phases exercised their patience and support but remained loyal to the course.

It is worth noting that the management of such a huge project at hand needed not just a miracle from heaven but an individual who will fully put his or her efforts and expertise with passion towards the project. In this case, Kevin McCarthy, the Liaison Quantity Surveyor and project leader remains a prominent figure. He has shown all fundamental qualities in the delivery of such prestigious work. Kevin has diligently displayed during the course his excellent knowledge, planning, team influence, communication, interpersonal and negotiation skills, alliance management, decision making, ability to share a clear vision and inspire others, positive attitude, enthusiasm, integrity, competence, cool and calm disposition at all times. It is obvious that with less support from your team members, there will always be less, poor or no results. His colleagues have played a significant role towards his goal to propel service delivery effectively. Kevin is indeed a problem solver and a team builder that one could be proud to work with.

We should direct and indirect, pride ourselves to having had a Head of Department with Roger’s calibre. He has kept the timing and promise create massive value. This has contributed to accelerating achievement, improving leverage, reducing resistance and increasing alignment, increasing the joy of work and the honour of belonging and finally increasing the credibility of his leadership.

Therefore, a great legacy that Roger Arumugam Govender displayed through the years has featured creativity that arose from the foundational values, the trust-built sense of wonder, which assured that the team’s ‘best’ days were not behind them but always ahead. His work is not to be scrutinized and his honesty is unsurpassed.

As he walks down on his chosen path, he is leaving with his head held high. As he bids farewell to the entire Public Works, he is indeed leaving a legacy. May the treasures of life come knocking, even though it will be difficult to accept the pain. All wishes to him to have success in his remaining life. He has made a difference in everybody’s career. The support and guidance he has given from outside and from inside is forever treasured. Thank you Mr Govender, for being a great leader. A job well done.

MEC Pillay rolled up his sleeves as schools welcomed 2017, 11 January 2017

As thousands of learners flooded schools around the country on the 11th of January 2017, MEC Ravi Pillay rolled up his sleeves as he visited several schools to welcome learners and interact with educators and parents about the preparatory status of their children for the 2017 academic year in the Harry Gwala District. Pillay paid a four-day official visit to seven schools from the 11th -13th of January 2017 as a part of the ‘schools opening functionality monitoring programme’ undertaken by the provincial government annually.

The programme aims to bring the needs of local schools to the government in order that schools may receive adequate support and advisement from government. An executive delegation from the KZN Public Works, the Portfolio Committee on Public Works, Harry Gwala District and UMzimkhulu Local Municipality accompanied Mr Pillay during the entire schedule.

MEC Ravi was highly impressed by some schools’ performance, which obtained impressive results. Amongst schools that excelled was the Mahlahla Secondary School which recorded 94, 7% pass rate from their initial mark of 39, 4% in the previous year. In sharing his excitement and strategy in obtaining such outstanding results, Mr Sibusiso Shezi, the school principal emphasised that the commitment of his teachers, support from the school’s governing body as well as the provincial government with its continued support enabled the school to thrive.

Another school visited was Tshaka Senior Primary, situated at Machunwini location, which had challenges, such as lack of toilets, improper fencing and lack of educator capacity. There are three educators against an outsized number of learners from Grade R to Grade 7. The school’s academic percentage rate ranges from 31, 5% to 41, 4% that the MEC felt were low. “Even though this is a rural area, there is still room for improvement to at least 60%” emphasised Mr Pillay with concern. In the final part of the programme, the entourage wrapped up the visit to Embuzweni Junior Secondary and KwaMvimbela High School.

While every school had its adversities, many continue to produce pleasing results. It is acknowledged and highly commendable that some schools received substantial assistance from the Department of Public Works with renovations and storm damaged projects, provisioning of water tanks like jojos, painting of the classrooms, repairing of gutters, upgrades of security fencing and other infrastructure needs as registered by respective schools.

It is a period where one observes a robust interaction between government, schools’ management and communities was at the core of the programme. The programme paves way for commitment, transparency, responsibility and accountability on the part of government with the same measuring standards on the part of school management, parents and pupils alike. If government delivers quality service then the complexion of people’s lives would show a change. Mr Ravi and his formidable team has shown the zeal and zest in ensuring that the school functionality programme remains embedded in the quest to effect quality service to the people of KwaZulu-Natal, especially the youth.

Public Works Made A Mark During Education Awards Of Excellence, 20 January 2017

In the words by Henry Ford “Anyone who stops learning is old, whether at twenty or eighty and anyone who keeps learning stays young”. Mr Phiwinhlanhla Ngenabuthule Mbokazi raised the KZN Public Works Department’s flag high on Friday 20th January 2017 at Denville Girls High School (Durban North) when he was awarded a trophy for achieving distinctions in Information Technology , Human and Social Science under Adult Education and Training Programme as the most achieved leaner within UMlazi District Schools at the ceremony which coincided with the awarding of the 2016 Top Matric achievers.


Outstanding Achiever: Mr Phiwinhlanhla Ngenabuthule Mbokazi

Despite his age, Mr Mbokazi – a Security Guard employee at eThekwini Region since 1985 responded to this notion and enrolled for Adult Education and Training at Mayville Learning Centre in 2015 for Level 3 subjects which is Grade 4 to 6 in a normal schooling system and in 2016 he progressed with distinctions to Level 4 (grade 7 to 9), which is equivalent to NQF level 1).

The subjects he enrolled for under Human and Social Science covered History and Geography with Information Technology subjects which covered Introduction Microsoft (MS) Word, PowerPoint Presentation Skills and EXCEL spreadsheet. Other subjects within the programme covered Numeracy and Literacy, English, Mathematics, and Life Orientation.

During this period, the department’s Human Resource Development unit provided a conducive learning environment for AET learners –which included the provision of a Computer Laboratory. EThekwini Region provided computers to the learners and these computers were previously allocated to the Administration personnel. In addition, the AET learners were also provided with textbooks and stationery.

The Department of Higher Education and Training provided teachers and facilitators for the AET programme to ensure the smooth running of the programme. Since the inception of the programme, between 2013 and 2016 eThekwini Region has produced 35 learners in various centres who have achieved the level 4 AET accreditation. These centres include Ilembe District, Maphumulo, Adams and Hammersdale depots.

Commenting about his achievement, a visible excited Mr Mbokazi who hails from Obuka at Mpangeni said “I am very greatful to the Department for affording me an opportunity to learn, I wish more other colleagues will seize this opportunity”. He said learning was fun as he would study with his children and joked about who would score high marks. According to Mr Mbokazi, the AET programme has paved the way for him to further enrol for a course in Electricity in order to obtain a qualification to do electrical work with confidence.

Meanwhile, the KZN Department of Public Works is implementing Adult Education learning programmes at Regional levels and continuously encourage personnel to enrol to the programme viewed as one of its contribution towards reducing illiteracy among its previously disadvantaged personnel.

One must acknowledge and commend the long-standing relations between the departments of Public Works and Education as all strides and efforts to changing people’ lives for the better continues to be realised.

Corporate Services Year End Function

Corporate Services had a year-end function celebrated on Thursday the 15th of December 2016 at the Imperial Hotel in Pietermaritzburg.

Mr Phiweyo Duma, the Chief Director for Corporate Services expressed his utmost appreciation to all management and officials within the branch for their commitment and dedication which has registered a number of pockets of achievements despite the challenges encountered during the 2016/2017 financial year.

Amongst a list of achievements highlighted as confirmed by Mr Duma in his key delivery address were the following:

  • The successful relocation of the entire branch from the Fedsure House building at church Street, CBD in Pietermartizburg to the renovated Head Office building at 191 Prince Alfred Street;
  • The placement of directorates, sub-directorates and individual official/s to new office and floor locations;
  • A reasonable increase in the budget allocation for the in-service training, bursary and internship programme for the 2017/2018 financial year;
  • A considerable amount of Employee Performance Management Development System (EPMDS) achievements by officials within the branch, which is indicative of positive service delivery direction;
  • The smooth completion process of ‘matching-and-placing’ of personnel in respect of the newly approved departmental/organisational structure which is due for implementation in the new financial year and beyond; and
  • Positive reflection of an Internal Audit Report by Auditor General taking into account a few challenges that would require collective attention and re-adjustments.

It must be mentioned that the Directors from Corporate Services also had a fair share of their successes and shortfalls they encountered during the 2016/2017 financial year. It is equally commendable that these issues be continuously raised at such occasions and gatherings where no individual employee would feel side-lined in respect of understanding the status quo of his/ her core business on responsibility, accountability, transformation, transparency within the workplace.

A caring employer will always remain committed to serve as a true leader. This was supplemented as part of the day’s programme when an opportune time availed to highlight a few precautionary festive safety advisories or warnings to all who attendees. Emphasis was more on budget tips during festive spending mood, careless behaviour during the festivities, healthy living with families and friends, safe driving for all those that were to travel during the holidays, positive engagements within various denomination events during the Christmas holidays.

The last part of the programme focused on the certificates award ceremony where officials were awarded with certificates of recognition. The awards were linked to the momentum of the Christmas party Categories. The best nominated officials were awarded with the certificates.

While employees in any organisation certainly appreciate monetary reward for a job well done, many still seek recognition for the hard work done. It is evident that such systems encourage individual employee efforts towards business goals, they directly and indirectly tend to reward underperforming employees along with average and above average performances. A reward programme of this nature varies from recognising individual to team performance within an organisation. Corporate Services thought it befitting to award the following category of certificates with each award reflecting its value and impact towards the recipient:

  • Early Bird Award - Always come early at work
  • Duck Take Award - For being able to fix just about anything
  • Casual Friday Award - Every day is casual Friday for you
  • The Seinfield Award - For making something out of nothing
  • Music Award - For most likely to break into music
  • Little Ms/Mr Sunshine Award - For the brightest smile
  • Kool and the Gang Award - For excellent in group work
  • Foot-in- Mouth Award - Always saying the wrong thing at the wrong time
  • Winipedia Awards - Always have an answer to every question whenever it is right or wrong.

One must indicate that this is just the beginning. It is a story to be told. There is a story to tell in 2017.
